Well, the Third Doctor obviously has a very good excuse for spending so much time on Earth, and the later ones could control the TARDIS(except when the Fourth Doctor was using the randomiser), but there isn't really any good reason that the TARDIS would feel that the Doctor needs to go to Earth any more than any other planet. I guess the TARDIS might sense that he has a human mother and feels that he needs to visit his ancestors homeworld, but it would be cool to see a few other major recurring planets than just Earth, Gallifrey, and Skaro. We've seen dozens of different periods in Earth history, but we usually only see other worlds once.
