This Time Lord Messenger was dressed as an English businessman, complete with bowler hat and umbrella. He appeared before the Third Doctor, having been sent by the Time Lords. His disguise was somewhat compromised by his first being seen to hover in mid-air, due to his co-ordinates having "slipped". He warned the Doctor that his old enemy, the Master, had arrived on Earth and might try to kill him. (DW: Terror of the Autons)
It is not made clear how this Time Lord travelled to Earth. It may have been with a Time Ring or an advanced form of Tardis. It is also possible that it was merely some form of projection.
