Freedom (The Chaos Pool) was a disembodied voice that Captain Pargrave heard. When he visited the Chaos Pool, she turned out to have a corporeal form. She was concerned with only stopping the Key to Time from being completed and allowing the segments to decay. She insisted that a name is unimportant, but like the Doctor persuaded Amy and Zara to choose their own name, she chose her own name, Freedom. When the key was complete and the Grace came to collect it, they gave her the only freedom they would offer, death and promptly killed her. (BFA: The Chaos Pool)
