A lift was a device used to vertically transport people or goods between the levels of a building.
On Earth
In 1930, Martha Jones attached a long pole at the top of the Empire State Building to a lift. She used this to allow the gamma strike from a solar flare to fry the approaching pig slaves inside the lift. (TV: Evolution of the Daleks)
