The Bad Wolf computer virus had erased all information on Rose Tyler from the Torchwood Institute database. (DW: Love & Monsters) This was presumably done by Rose Tyler as the Bad Wolf entity in The Parting of the Ways when she scattered the phrase Bad Wolf throughout space and time.
