"Jessie" was an insult.

Astrolabus once branded the Sixth Doctor a "jessie" for not handing over the star charts he considered rightfully his. (COMIC: Voyager)

On one occasion, it was hurled by the public at members of the football club, Delchester United. Once the side's play began to deteriorate in 1977, the phrase, "they're playing like a bunch of jessies", was heard in the club's stadium on game days. It indicated that the football players were weak and ineffectual men. (COMIC: Doctor Who and the Nightmare Game)
