Nguyen was a councillor of Southwell Park in Australia.
She worked with the Seventh Doctor and Chris Cwej, believing them to be government marine biologists. A mermaid had been sighted, and people were coming to the beach from miles away, drawn by some urge to be near the sea.
Nguyen tried to capture the mermaid, but she and her thugs were stopped by the intelligent horseshoe crabs. (PROSE: The Southwell Park Mermaid)
