Where would the Cybermen finds the brains of dogs or cats in a hellish extra-dimensional Void? It's far more likely that, being limited in number, the Cybermen chose to use comparatively-primitive materials to convert simple, easy to capture, abundant life-forms into expendable "guard-dogs." That would explain their appearance, behaviour, and the era-specific materials used to construct them.
