Summary

The Vandos Tribunal teleports Sam Tyson to their ship to execute him for crimes committed against the Vandosians. The crimes were committed by the Vandosian Shogalath, who has re-incarnated into Phil Tyson. The Doctor and Rose arrive and help Sam escape, but not before damaging the ships weapons so that when they attempted to fire their ship would self-destruct.

The Doctor reveals to Sam that the crimes Shogalath committed were spreading peace to the Vandosians and beginning an enlightened age for them. The Doctor compared him to Ghandi or Dr. Martin Luther King Jr.

Notes

The Bailiffs of the Vandosians look an awful lot like the Hoix. The similarities continue with the use of the bucket and its contents to combat the creatures.

Continuity

This story can easily fit into multiple places in the Ninth Doctors timeline. Nothing in the story was revealed which would restrict where in the timeline the adventure could have taken place.
