Richard Dawkins was a British scientist. In 2009, when Earth was taken to the Medusa Cascade by the Daleks, Dawkins appeared on television to discuss the phenomenon. He pointed out that, as could be seen from the new constellations visible, the Earth had indeed travelled. (TV: The Stolen Earth)
In an alternate timeline in 1996, he was possibly the leader of a cult which still believed in stars. Aunt Sharon worried about Amy Pond joining it, saying that she didn't trust him. (TV: The Big Bang)
