Brooks was an associate of Carmen. Brooks owned a boat in Salford quay, and often took people aboard. He was planning on going to Rio. He owned a movable casino, in which he used Lish to cause bad luck to the gamblers. He wanted to hand his technology to the Cyrox as well as Lish. (AUDIO: The Raincloud Man)
