Arthur was a creation of Galah's TARDIS. When he was transported to Earth, his body became unstable. This enabled him to heal the injuries of others. When he was caught and brought to Doctor Patrick Rix, the physician tried to get Arthur to heal his son Stephen. He failed and was shot by Rix's men.
