Franz Shultz was a German scientist working aboard the weather control Moonbase in 2070. He was a geologist, but also acted as a general handyman.
When Sam Becket discovered part of a antenna was missing, Franz, along with Jules Faure, went out to investigate. While on the lunar surface, Franz and Jules were attacked by two Cybermen and stripped of their spacesuits. Franz was converted by them and later used by them to control the Gravitron.
