After looking into the Heart of the TARDIS, Vortex energy (if not the Time Vortex itself) filled Rose Tyler. Newly empowered, she piloted the TARDIS back to the Doctor. A nimbus of light surrounded her and shone through eyes. Her natural London accent also vanished. She also possed the destructive and creative powers of a goddess and over time and space.
While possessed of these gifts, Rose/the entity out to spread the Bad Wolf meme throughout many worlds and times. This way, the Doctor and Rose herself, in the past, would eventually follow the clues to enable them to defeat the Daleks.
With her powers, Rose destroyed the entire Dalek fleet and Dalek on Satellite Five. She also restored Captain Jack Harkness to life. (DW: The Parting of the Ways) As shown subsequently, Jack could also no longer die and had a number of other newfound powers. (TW: Everything Changes, others).
