Phoebe is a welfare secretary from the 41st century. She was a descendant of an Earth colony who were captured and put inside a reservation known as Wumba's World of Wild where she was hunted by dinosaurs for the entertainment of tourists. The Tenth Doctor arrived, however, and broke them out, freeing her from incarceration along with the rest of her Human colleagues. (COMIC: Save the Humans)
