Biography
When the Eleventh Doctor was put on trial for claiming the Daleks were evil, an act considered to be a hate crime across the Sunlight Worlds, Hellic was his state-appointed lawyer. He had little chance to speak at the trial, however, as the Doctor immediately pleaded guilty in a failed attempt to anger his prosecutor, the Dalek Litigator, into attacking him and exposing the true nature of the seemingly-benevolent Dalek Foundation. When this failed, however, Hellic then appealed for him to say his farewells to Sabel, Jenibeth and Ollus Blakely, who were under the Doctor's care at the time.

Personality
Hellic initially appeared to be one of the friendlier and more pleasant people on Carthedia when the Doctor found everyone else there to act more hostilely towards him. Despite the Doctor pleading guilty to the hate crime of which he was accused, and despite not believing the Doctor's warnings of the Daleks' evil, Hellic still spoke out to grant the Doctor a chance to say farewell to the Blakely children after police officers claimed he had an emotional attachment with them.
However, Hellic showed his true colours when he told the Doctor he acted professionally rather than compassionately, and was far more interested in the prospect of being awarded a promotion than he was with the Doctor and the children. When his skimmer was shot down by a Dalek, his last thought was that it meant the end of his chances for a promotion. (PROSE: The Dalek Generation)
