The Dalek Foundation was an organisation run by the New Dalek Paradigm which governed the Sunlight Worlds.

The New Dalek Paradigm established the Dalek Foundation following one of the worst galactic recessions on record. Under the Foundation, the Daleks created the 400 Sunlight Worlds, seemingly to provide new homes and lives for humans who had been affected by the recession. For this, they considered the Daleks heroes. In reality, the Daleks, led by the Dalek Time Controller and the Dalek Supreme, planned to transform the planets into replicas of Skaro using the Cradle of the Gods. The Dalek Time Controller manipulated the Eleventh Doctor into locating and activating the Cradle but the Daleks were soon fought off by Jenibeth Blakely and the Doctor set the Cradle to self-destruct. The Dalek Foundation was then presumably abandoned. (PROSE: The Dalek Generation)

Human historians following the Siege of Trenzalore acknowledged the Dalek Foundation as the last in a string of defeats the Doctor inflicted on the New Paradigm which led to their organisational restructure into the Parliament of the Daleks preceding the Asylum Incident.
