A laser torch is a piece of technology aqcuired by Torchwood Three. The torch appeared to be for medical purposes. The device is able to not only open up flesh with a laser with virutally no mess, but can also reattach it with no visible signs afterwards.

In 2009, Captain Jack Harkness and Ianto Jones used the laser torch to open up a dead body and retrieved a seemingly harmless alien from inside him that released morphine into the body. A few hours later, Agent Johnson took it from Harkness and opened up his stomach to place a small but powerful bomb, while he was temporarily killed by her. The bomb would later detonate, destroying the Captain and the Hub. (TW: Children of Earth: Day One)

It is unknown whether it was a piece of alien technology that fell through the Rift, or created by Torchwood Three themselves.
