Perkins was a young officer in the Metropolitan Police Service.
In 1973, he joined the Twelfth Doctor and DCI Jack Hayes in investigating the crime scene in Barking where a man had been turned into glass. He was killed when a giant mosquito attacked the warehouse, and turned Perkins into glass. (COMIC: Doorway to Hell)
