Mark Forester was a businessman whose career fortunes were directly tied to the hasty government approval of DN6.

As a non-scientist, Forester failed to grasp the significance of the negative impact DN6 would have on the environment. Thus, when Arnold Farrow told him that DN6 was too lethal to be produced in June 1969, he considered it a bureaucratic roadblock to be overcome, rather than a good-faith objection.
