Civitas Solis was a posthuman city used by the Pilots' Coterie. There, they secretly observed the historical probabilities that sustained the posthuman hegemony. Any probability above 66% was seen as tolerable, and most War events fluctuated between 75% and 100%, but they measured that the events of Nate Silver's life had the possibility of turning every probability to 0%.
