Kozepén was one of the three countries of Világ.
Unlike the other two superpowers, Galen and Malendia, which were both monarchies, it was a republic. The Governor had to report to his cabinet.
Justice Rossiter was a Governor during the period when the Kingdom Alliance was going to be created. Evelyn befriended and later fell in love with him, and from his encouragement became part of the consolidation talks there, appearing on the local television news. (AUDIO: Arrangements for War)
