Leiss was a corrupt police officer who wanted to capture the Sixth Doctor to frame him for Dominic's crimes. He thought that Victoria Waterfield and David were the Doctor and Peri Brown. He used Victoria to try to capture the Doctor. His colleague Weska was forced to shoot him when Leiss fired missiles at the Earth. (AUDIO: Power Play)
