Otto Pausbacken was a burgomaster. He called a meeting after Baron Teufel's carriage was destroyed. He said the beast of Orlok had returned. He believed that the Eighth Doctor and Lucie Miller intended to rob and assassinate Baron Teufel. He was killed by the beast. (AUDIO: The Beast of Orlok)
