Luigi Rossini was the manager of a circus in England. He was the first to encounter the Master when he arrived on Earth and came under the Master's control. Hypnotised, Rossini helped the Master steal the Nestene energy unit left over from the Nestenes first attempt at conquering Earth.

Eventually, Rossini commanded the circus to serve the Master and provided the clown costumes the Master needed to disguise the Autons, who would then hand out plastic flowers that could be activated all at once, killing thousands of people across the country.

This plan failed when the Master helped the Doctor stop the Nestenes from materialising on Earth. It is unclear what happened to Rossini afterwards, although he was most likely taken into custody by UNIT. (DW: Terror of the Autons)
