Tom Streeter was a former police detective who had arrested Professor Vinter for arson. Years later, Vinter had the Fire People burn down Streeter's house as an act of revenge. Streeter helped the Third Doctor defeat Vinter and the Fire People. (COMIC: Trial of Fire)
