It should be relocated at Rose Tyler because c'mon. This is no more a separate character from Rose Tyler than Susan English or Sarah-Jane Smith are distinct characters from Susan Foreman and Sarah Jane Smith, or, for that matter, than Dr. Who is a different characterf from the First Doctor. The fact that the “error” was, in this instance, intentional, shouldn't change how we cover it.
