A Blank Page was an order for assassination which could be issued by the Prime Minister of the United Kingdom, as well as the Permanent Secretary to the Home Office. After Brian Green refused to do so, John Frobisher issued one calling for the assassination of Captain Jack Harkness, Ellen Hunt, Colonel Michael Sanders and Captain Andrew Staines.
