Maxim Maximovich Ivanov was the director of KVI, a Russian agency investigating alien threats, in the 2000s. (AUDIO: The Torchwood Archive)
Toshiko Sato met with him after she had deciphered the "Pulse" radio signal. He was surprised to hear that the Pulse had Tosh's name in its broadcast as it was 40 years ago. He reluctantly took her to Zone 10 in the Komi Republic so that he could get information on Neil Redmond. When Tosh told him that she thought that the KVI had brought The Committee to Earth, but he said that Torch had something to do with it. He had worked out that they had got to Zone 10 when they kept passing the same tree and rock over and over again. They found the lost cosmonaut Anna Volokova and he told her that Anna was used as a bargaining chip between the Committee and the KVI to end their war.
