Ivan Putin was a member of KVI, a Russian agency investigating alien threats, in the 2000s. He made tea for the KVI director Maxim Ivanov. Putin shared his last name with a more famous person to whom he was not related, and he had "heard all the jokes". He was in charge of telling a set of oligarchs that their girlfriends were alien sex-dolls. He knew that the girlfriends were part of the Committee. While not directly stated in the story, the more famous namesake in question was Vladimir Putin, the President of Russia.
His name and role as a spy also likens him to Ivan Putin, the Soviet Navy political officer in The Hunt for Red October.
