Dave was the mobile interface for Starr Base's computer. He wasn't programmed to think the deaths weren't anything but accidents. He had been killing the staff of the base. Andy Davidson thought he was malfunctioning. Andy later used him as a battering ram. He knew he wasn't working and that he sent the signal to Torchwood. (AUDIO: Red Base)
