A Charitable Earth was a charity founded by Dorothy McShane, who was a former companion of the Doctor. It was founded to help orphans and underprivileged children, just as the Doctor had helped Ace when they first met. (AUDIO: In Remembrance)
The headquarters of A Charitable Earth were located in London, opposite to the Tower of London. (WC: The Promise) Ace chose the location, despite immediate and vociferous opposition to its construction, as it provided a clear view down onto the private roadway which led to UNIT headquarters, nestled within the Tower.
