Idris Hopper was secretary to Margaret Blaine, the mayor of Cardiff, or rather to Blon Fel-Fotch Passameer-Day Slitheen, the member of the Slitheen criminal family who had impersonated her.
Profile
He tried, unsuccessfully, to stop the Doctor entering Margaret Blaine's office as she fled through an open window. (DW: Boom Town) Not long after, Jack Harkness took Idris out to a restaurant to dinner. During this dinner, Jack slipped a retcon tablet into Idris' cold pasta with the intent of making Idris forget all about himself and the Doctor. The retcon tablet failed to work on the secretary, as he was an example of the 1 in 80,000 people on whom the the pills had no effect. (TWN:The Twilight Streets)
Idris stated in a later conversation with Jack that the Captain had only given him a retcon pill to make him forget. He also accused Jack of planning to sleep with Idris because Jack knew that the secretary would not remember him in the morning. He helped Jack Harkness decode Bilis Manger's diary and afterwards took two retcon tablets and forgot all about the conversation with Jack. He then, as Manger had predicted, took a job in Berlin.
