After producing the fan-made Audio Visuals alongside Gary Russell, Bill Baggs founded BBV Productions, a company which marketed comparatively low-budget productions to Doctor Who fandom; these productions featured actors from televised Doctor Who roles (such as Colin Baker), licensed appearances by individual elements of the Doctor Who universe (such as the Sontarans and Faction Paradox), or both. He also received a "thanks" for help with Reeltime Pictures home video story Shakedown: Return of the Sontarans.

Baggs has also appeared as two recurring characters in productions of his own studios: Giles, the tech expert and later director of the Preternatural Research Bureau, in the P.R.O.B.E. series, and Dionus, a soldier of the Homeworld during the War in Heaven, in Faction Paradox: Dionus's War. Starting in 2015, he also began supplying scripts himself for his productions, mostly for the P.R.O.B.E. series.
