Bulic was an officer on board Sea Base 4 in 2084.
When the Myrka attacked the base, he closed the bulkhead door leading to the airlock, trapping the Fifth Doctor and Tegan Jovanka inside. Turlough, however, forced Nilson to open the bulkhead, freeing them. Bulic helped the Doctor spread the hexachromite gas from the chemical store which killed the Silurians and Sea Devils inside the base. Apart from the Doctor and his companions, he was the only one who survived. (TV: Warriors of the Deep)
