Mancipia was an Outsider township located in the Wildlands of an alternative Gallifrey.

History

Mancipia was the home of about 12,000 Outsiders (AUDIO: Arbitration) and was built on land located above a Zeiton ore deposit. (AUDIO: Emancipation) Whilst Sura went to establish Anarchos, (AUDIO: Evolution) Mancipia was led by Leela. The Zeiton ore deposit led to tensions with the Mining Guild which were resolved when President Romana gave the Outsiders and the Guild a 50/50 share. (AUDIO: Emancipation)

Leela left Mancipia to join Maris in searching for Research Base HX196, but started to regret it due to the Mancipians needing her. (AUDIO: Evolution)

The Mancipians shot down Lord Zakar's shuttle and arrested him, planning on putting him on trial for the deaths of the slaves aboard the Amisad. Narvin sent Commander Ichoton with a number of guards to retrieve him, but the force was entirely wiped out. The Inner Council later sent a second wave, led by Castellan Slyne, and Leela chose to give Zakar up.

Before the portal to the Axis appeared, Leela was upset that she had not had the opportunity to say goodbye to her friends at Mancipia. (AUDIO: Arbitration)
