Following the People's war with "[[All of Us|the Insects]]" which devastated many worlds, they signed the treaty with the Time Lords, who acknowledged that the People were on par with their own technological capabilities; the Time Lords themselves were terrified of [[time loop|time-looping]] the People in case they would escape and learn from the experience. Six members formed the original negotiating team that drew up the treaty, three of which were [[the Doctor]], [[aM!xitsa]] and [[God (The Also People)|God]].

The Time Lord-People Treaty was a treaty between the People and the Time Lords.

(PROSE: Dead Romance) The People wee also forbidden from keeping a permanent database on Mutter's Spiral. (PROSE: The Also People) The People had authority to use any force, even deadly force, when dealing with the Doctor. (PROSE: The Also People) Any actions that the People took in Mutter's Spiral required the use of human agents. (PROSE: Ghost Devices)
