Leadworth was an English village and home to Amelia Pond for most of her life after she moved to there from Scotland. Leadworth had no airport and no nuclear power station (not even a little one). Leadworth has a Post Office, a Parish Church, a hospital, a Fire Station, a village green with a duckless duck pond and a public phone box. It's half an hour by car from Gloucester, the nearest city (DW: The Eleventh Hour).
