King Otho VI was the king of Arunopal and reigned to 40 years. Due to his wife dying in childbirth, he didn't know which of his quins was the first born so couldn't pass on the crown to his eldest child. He therefore asked them to create a task to solve this, to capture and kill the Sixth Doctor. He captured Melanie Bush to find out why she wanted to sabotage him.
