The Alliance
The Alliance was formed to stop the greatest threat in the universe, which they believe is the Doctor, but they do not know that River Song can also fly the TARDIS and they know that the TARDIS will create cracks around the universe, so they formed The Alliance to imprison the Doctor in the Pandorica.
