The Temporal Powers were an alliance of various time-active factions of the universe.

History

President Romana’s era

The Time Lords, under the leadership of Lady President Romana, decided that it was in the better interests of the universe if Gallifrey shared its time travel technology - and the responsibility for the Web of Time -with other time-active races. The Time Lords set a conference on the planet Archetryx to work out the agreements.

The Daleks collided the planet Etra Prime into Archetryx to disrupt the agreements and attempt a takeover of Gallifrey. Their efforts were ultimately unsuccessful, and it gave the factions the incentive to sign the agreements as the Temporal Powers. The Powers were left to rebuild following the devastating invasions of their respective homeworlds by the Daleks which had occurred during the incident, with Romana promising that Gallifrey would provide aid. (AUDIO: The Apocalypse Element [+]Loading...["The Apocalypse Element (audio story)"]) On Narvin’s orders the Celestial Intervention Agency subsequently exploited an operation to help the Monan Host rebuild, by restructuring their planet's hyperspatial links. This meant that, with the correct equation, Narvin would be able to destroy the Monans should the need arise. (AUDIO: Square One [+]Loading...["Square One (Gallifrey audio story)"])

A generation of students on Gallifrey began to break from the Great Curriculum and study with members of the Temporal Powers, helping to strengthen bonds between the Time Lords and their allies. Vansell hoped for even greater relations to ensure his people could become a radical force for good, instead of merely maintaining the Web of Time with all of its injustices. He even considered humanity as a possible ally the Time Lords could bring into the fold. (AUDIO: Neverland [+]Loading...["Neverland (audio story)"]) Part of Romana's agreements allowed for off-world students to attend the Time Lord Academy on Gallifrey. This move was resisted by conservative elements on Gallifrey led by Inquisitor Darkel. During the Gallifreyan Civil War between President Romana and the Imperiatrix Pandora, Romana desperately tried to keep the students of the other powers safe, losing most of the guards loyal to her when she sent them to defend the alien students at the Academy from execution by Pandora’s regime. The treatment of the students caused many Temporal Powers to send war fleets to Gallifrey’s orbit. (AUDIO: Fractures [+]Loading...["Fractures (audio story)"])

After the defeat of the Imperiatrix, a number of the Temporal Powers attempted to rescue their students and at the same time occupy Gallifrey. (AUDIO: Appropriation [+]Loading...["Appropriation (audio story)"])

Last Great Time War

Prior to the Last Great Time War, the Daleks targeted potential allies of the Time Lords, (AUDIO: The First Days of Phaidon [+]Loading...["The First Days of Phaidon (audio story)"]) including the Destruction of Phaidon which resulted in President Livia formalising hostilities. The survivors of Phaidon sought refuge on Gallifrey which was granted by Livia, though the War Council only agreed as they believed it would suit their own agenda of changing the Time Lord leadership. (AUDIO: Celestial Intervention [+]Loading...["Celestial Intervention (audio story)"]) As the war began, the Daleks exterminated the Nekkistani and the Monans, and wiped out the Sunari and Unvoss in one hit.
