The Eye of Time was a supposedly natural phenomenon that was harnessed by the Time Lords. It was lost after the Last Great Time War and fell into the hands of the Progenitor Daleks. According to the Doctor it is believed by some to be the left over core of the big bang (VG: City of the Daleks).
