Solomon was the leader of the New York City Hooverville, and was well respected by its other residents.
Profile
Solomon had served in World War I.
Solomon and his men were offered low-paid jobs by Mr. Diagoras to go down into the sewers, only for them to be taken away by Pig Slaves for the Final Experiment. Solomon, however, was lucky enough to escape an ambush by Pig Slaves with the Doctor and Martha Jones, before returning to Hooverville. Later, he led the occupants of Hooverille in a defensive against the Daleks.
As they failed to halt the attacks of the Cult of Skaro and were surrounded, Solomon tried to calm the situation by negotiating with the approaching Daleks; however, Dalek Caan promptly exterminated him, in front of the shocked civilians. His speech, though, inspired Dalek Sec and caused him to realize that the Daleks were wrong about humans. (DW: Daleks in Manhattan/ Evolution of the Daleks)
