Hooverville

"Hooverville" was a name applied to shanty towns that arose during the Great Depression. Named after Herbert Hoover — the President of the United States at the time of the onset of the Depression — they were located all over America, and housed people made homeless by the economic downturn. One was even situated in the middle of Central Park in Manhattan. A man known as Solomon acted as the unofficial leader.

The Tenth Doctor and Martha Jones visited the Hooverville in Central Park in 1930. They helped investigate the disappearance of many of its residents whilst working for Mr Diagoras. They found that they had been kidnapped and subjected to genetic experiments by the Cult of Skaro turning them into beings known as pig slaves. (TV: Daleks in Manhattan)

Cult of Skaro members Dalek Caan and Jast attacked this Hooverville with a troop of pig slaves. When the attack began, Solomon rallied the occupants of Hoovervile to defend the town, but as it became desperate he attempted a negotiation. He was exterminated by Dalek Caan. This act shocked Dalek Sec, who had recently became a Human-Dalek, causing him to interevene when Dalek Caan prepared to kill the Doctor. Sec agreed to the Doctor's demand that people of Hooverville be spared. The Doctor saved Laszlo's life, after he became a pig slave. He lived in Hooverville with Tallulah. The settlement established by the surviving inhabitants of Arcopolis reminded the Doctor a little of Hooverville. (PROSE: The Eyeless)
