Looking at it from a dramatic deconstruction perspective, the old theatre adage states "if you see a .38 introduced in the first act, someone will surely be shot by the curtain." If RTD takes the time to explain why two Time Lords must conceal their faces, then lets them reveal their faces with no explanation with a tight-in shot during the climax, there must be a reason. Further, if RTD suggested her being in white was a clue, could she be an older Ramona---it was already established that she was a member of the Council and she would certainly have opposed Rassilon's mad schemes? In actuality, the mysterious woman makes eye contact with the Doctor and there is a flash of recognition. Hence it makes more sense that she is actually Romana. As pointed out, she becomes President of the High Counsil Of Time Lords (at least in the canon of the novels, not established for televised series) and could have be deposed or stepped aside for the resurrected version of Rassilon to take over. More to the point, IMdb actually <u>'''identified '''</u>the woman as Romana albeit somewhat briefly. RTD and JD do not help out in the podcast interview where JD says she wishes it was the Doctor's mother and later RTD says that the woman is who you want it to be.
