Sergeant Price was a police officer who oversaw security at 10 Downing Street in the wake of the murder of the UNIT personnel, academics and military officers, unaware that the murderers were actually the people he took his orders from - Slitheen family members disguised as humans. When the Ninth Doctor managed to have a Harpoon missile launched at the building, it was Price's job to get everyone out but, when he saw the Slitheen in their true forms, he happily left them to their fate.
