The Cowled figures were Near-human, cowled aliens that carried scythes. Three passed through the Rift and began to haunt a building. They manifested themselves at the Central IT Server Building and then went on a killing spree, but were shot dead by Toshiko Sato and Ianto Jones. When they were found, they went on a rant about Tosh and Ianto worshiping heathen gods and in the name of their god, they'd expel them from life.
