Hooverville was a shantytown for the homeless refugees of the Great Depression situated in the middle of Central Park in New York City. Solomon acted as its unofficial leader.

The Doctor and Martha Jones visited there in 1930. At the time, certain residents had gotten kidnapped and turned into Pig Slaves by the Cult of Skaro. (DW: Evolution of the Daleks)
