"The Mother" was a high ranking and unfeeling member of the Families located at the Blessing's pole in Shanghai.

Biography

In 2011, "Mother" met with the Families' agent Jilly Kitzinger to show her the Chinese end of the Blessing in the underground structure constructed around it. (TW: The Gathering). After the incursion of Jack Harkness and his Torchwood allies, Oswald Danes, wired up with explosions at that time, took her hostage. Despite her pleading for her life, Danes killed both himself and "Mother" in the explosion that he deliberately set off. (TW: The Blood Line)

Judging by her accent, "Mother" came from America.
