General Cutler was the military officer in command of the Snowcap South Pole Base. When Mondas approached Earth in December 1986, Cutler refused to listen to the Doctor's advice, and planned to use the Z-Bomb against the Cybermen, regardless of the possible danger it posed to Earth.
